This award for outstanding long-term service was first presented in 1976 as the IEEE Communication Society Meritorious Service Award. It was renamed the Donald W. McLellan Meritorious Service Award after his untimely death in 1978. During his career, Don served as a model for personal service to the IEEE and to the profession. He was also widely known as an authority on induced noise and mitigation and was dedicated to the idea that all interference and noise problems are amenable to a technical solution.

Certificate, plaque, and an honorarium of US$1,000; up to two awards per year.

Outstanding long-term service to the welfare of the IEEE Communications Society.
Presentation

Sumei Sun
For sustained services and outstanding contributions to the IEEE Communications Society and the IEEE Communications Society members
Dr Sumei Sun is the Executive Director of Institute for Infocomm Research (I2R), Agency for Science, Technology, and Research (A*STAR), Singapore. A*STAR I2R focuses on multi-disciplinary digital technologies research including artificial intelligence (AI), communications and connectivity, and cyber security. Sumei’s current research interests include next-generation wireless communications, integrated communications-computing-control, applied AI, and industrial internet of things. She holds a joint appointment with the Singapore Institute of Technology, and an adjunct appointment with the National University of Singapore, both as a full professor.
With strong passion in industry-relevant research and technology creation, Sumei has authored and co-authored more than 300 technical papers. She is inventor/co-inventor of over thirty patented technologies, with most of them licensed to industries. She’s a top-2% Cited Scientist (Stanford University), Fellow of the Academy of Engineering Singapore, Fellow of the IEEE, recipient of the 2023 IEEE VTS Women’s Distinguished Career Award, and recipient of Singapore National Day 2022 Public Administration Medal (Bronze).
Sumei has been an active ComSoc volunteer, contributing dedicated services over a sustained period in multiple leadership roles. Some of her recent services in ComSoc include Member of GIMS (2018-2020), Asia Pacific Board Director(2020-2021), Member-at-Large(2021-2023), Fellow Evaluation Committee Chair(2022-2024). She’s committed to continue serving and contributing to ComSoc and ComSoc members.
