Position Statement
Due to the current evolution of communications technology towards softwarization and AI, we shall need to take an innovative, collaborative and impactful approach to communications technologies and transdisciplinary framework.
With my past experience in serving ComSoc as well as IEEE in local and regional positions in LATAM, in different capacities, and my strong commitment to technical excellence as well as diversity and inclusion, I am confident that, as MAL, I shall be able to serve our ComSoc community effectively in areas such as:
- Support our Humanitarian activities programs (Internet for All) to be more impactful within and outside ComSoc.
- Promote industry participation by broadening and strengthening the linkages to industry through new collaborative programs with small ISP and support the research community oriented to connect the other half.
- Help junior researchers, engineers, and students from all continents by creating regional and local young professionals and students technical exchange platforms.
- Connect and participate in International Initiatives and make visible and impactful contributions.
Biography
Electronic Engineer, with a Master on Technology Management (1999), both from Universidad Pontificia Bolivariana in Medellín. Obtained his PhD in Telecommunications from Universitat Politécnica de Valencia in 2003. IEEE Senior Member since 2014. Advisor of the Spectrum Management Committee for Colombian Spectrum Agency (2014-2018) and ITU expert, as well advisor of some local ISP. Current IEEE Andean Council Chair (2024-2025). corresponding member of the 2025 IEEE Humanitarian Technologies Board; IEEE Comsoc LATAM Regional Director 2022-2023. As ITU expert, advised different governments in Digital TV and Spectrum Management. Participates on COST CA 20120 INTERACT. His research interests are Spectrum Management, mobile radio planning (5G 6G), radio propagation and m-health.
Before joining Academia, he was field engineer for Harris Farinon between 1991 and 1993, and technical manager for Compunet S.A. from 1993 to 1995. In 1995 founded a web development company (InSist ltd.). Currently is co-founder of Not2Far Technologies.
