Position Statement

IEEE ComSoc publications are a premier platform for groundbreaking research in communications and networking. Maintaining and strengthening their excellence is essential to serving our global community. Over this term, I have worked closely with EiCs and editors to uphold the highest standards and drive new initiatives. If re-elected, I will build on this foundation to further enhance our publication portfolio.

Key priorities include:

  • Recognizing outstanding reviewers, editors, and authors
  • Increasing diversity in editorial boards
  • Ensuring high-quality reviews with fair and timely decisions
  • Expanding industry participation
  • Launching a JSAC series on Quantum Communications and Networking
  • Strengthening the reputation of new publications
  • Increasing visibility and outreach
  • Enhancing online content benefits, improving publication access, and reducing publication fees

With my experience, dedication, and ongoing initiatives, I remain committed to advancing ComSoc’s publications for our global community.

Biography 

Octavia A. Dobre (Fellow, IEEE) is a Professor and Tier-1 Canada Research Chair at Memorial University, Canada. Her research focuses on wireless communications and networking, as well as optical and underwater communications. She has (co-)authored over 500 refereed papers and received numerous Best Paper Awards, including the IEEE Communications Society (ComSoc) Heinrich Hertz Award.

Dr. Dobre serves as VP Publications of the IEEE ComSoc. She was the inaugural Editor-in-Chief (EiC) of the IEEE Open Journal of the Communications Society and EiC of IEEE Communications Letters. In recognition of her exceptional leadership and exemplary service to publications, she received the IEEE ComSoc Joseph LoCicero Award.

She is an elected member of the European Academy of Sciences and Arts, a Fellow of the Engineering Institute of Canada, the Canadian Academy of Engineering, and the Royal Society of Canada.
